Europe breathed a deep collective sigh of relief on Monday, as the diplomatic emergency triggered by the announcement of a new 28-article proposal for ending the war appeared – briefly – to have been contained. A American diplomat spoke of "significant advancement" after diplomatic discussions in Geneva. On Monday night, the Kremlin made its response: a renewed assault of aerial bombardment on Kyiv.
The Pattern of Peace Talks and Military Action
The sequence of contrasting events captured the grim essence of the outgoing year. By day, negotiation efforts are conducted: optimistic declarations are released from various governments. Considerable effort is allocated on managing certain initiatives. By night, Russian leadership clearly shows the world that, for them, military action persists as the primary tool for achieving "settlement".
After-Dark Attacks
As Russia's attack progressed into the early hours of Tuesday, the immediate reality of Ukraine's defenselessness was revealed. Ukraine is capable of detecting rocket firings from across the border, a ability afforded by current data. From observation points, Ukrainian air force fighter jets that had been scrambled to counter approaching guided weapons streaked across the sky – sophisticated military planes supplied to Ukraine by European allies.
Soon thereafter, Kyiv's missile defense engaged: several firings deployed against a hostile projectile. This was a modern interception technology at work, most likely delivered by allied countries. Every launch creates sudden vibrations, shaking the windows. The moment of terror quickly gives way to sober acceptance: possibly the incoming missile won't hit its mark this time, preventing destruction from ruin and another blackout.
Continuous Dangers
Soon after, a heavy machine gun engaged a drone close by, part of a rapid response unit – probably Western-made equipment. Sadly, the bullets missed the hostile drone – it continued its flight toward its destination.
Periodically, this persisted until dawn. Kyiv awoke to the morning news: seven people killed, destruction and heating outages in many homes as a result of the nocturnal offensive. As typically, everyone still maintained normal activities – living the war. But those full day illustrated Ukraine's vital need on international aid – a need that neighboring countries are clearly incapable to replace in the immediate future.
Unsuccessful Negotiations
The comprehensive proposal from Washington provoked deep reactions, debate and deep concern – and briefly redirected concern from Ukraine's major integrity crisis in years. Yet, we have seen this script before, after earlier high-level meetings and multilateral gatherings.
Every new initiative from American administration follows the identical sequence: a diplomatic cavalry charge against Ukraine, which Kyiv, with other European capitals, succeeds in resisting. They contain the crisis but never actually win the battle. This trend will, no doubt, persist.
Political Considerations
It is easy to blame certain parties of persistently promoting Moscow's conditions. But that does not seem to be the whole story. US administration functions according to a assumption well known to experienced diplomats: you cannot achieve through diplomacy what you have lost on the battlefield. The US administration assumes that it is unrealistic to compel Moscow to relinquish the areas that it already controls in Ukraine's occupied territories.
The problem is that while accepting these circumstances, US leadership does minimal to prevent Kremlin actions, through statements or actions, from thinking that the current condition will not change more in its benefit in the near future.
Divergent Views
Therefore, Russian leadership is certain that the clock favors them – that Ukraine and its partners are coming close to fatigue. Their motivation to accept conditions that does not give them the largest achievable advantage is almost completely absent. There may be numerous efforts to achieve ceasefire, but they will continue as long as Russia's leader remains supremely confident in the outcome.
On the contrary, Ukrainian leadership believes that Ukraine can still hold out, gradually sacrificing lives and land but averting a complete military breakdown until situations evolve in its favour.
Existing Situation
Factually, there are no real preconditions for a armistice. Now, subjective factors are entering the equation: political desires to negotiate peace and achieve global acclaim, and the government's dual difficulties – on one hand, not to distance important partners, and on the other, to rally Ukrainians around the flag against any initiative Kyiv finds unacceptable, so that their priority does not move to domestic problems. And although their mission will now be much harder after recent developments, it remains highly unlikely that this will modify their basic position.
These two forces are influencing discussions.
Summary and Prospects
It took a just a single week to eliminate the proposed articles of the most recent proposal. Forceful and unpredictable management of the matter by US administration, opposition by Ukraine and the rest of Europe, along with soothing efforts of representatives, and finally, latest revelations, all achieved their purpose.
While new plans based on previous concepts are approaching, Kyiv, London and other allied nations should draw one fundamental conclusion: Ukraine and Europe will only be able to fend off diplomatic offensives from Washington that are based on Russian demands and show particular unwillingness to modify developments, if they maintain solidarity and enhance their military capacity at a much faster pace. If they do, neither external pressure nor military threats will be able to defeat them. In the meantime, Ukraine's ability to defend against evening bombardments will, for the coming months, mainly require continued Western support.
